POSITION:

Assistant Superintendent for Human Resources (Full Time 12-month position)

QUALIFICATIONS:

Minimum 5 years administrative experience.  Human Resource experience preferred.  Valid NYS certification in School District Administration (SDA), School District Leader (SDL), School Business Administration (SBA), or School District Business Leader (SDBL).

POSITION OVERVIEW:

 

The Assistant Superintendent for Human Resources provides collaborative, proactive and responsive leadership in the human resources function to all levels of the school district in order to further the effective and efficient delivery of quality services to employees, applicants, and retirees. This role has primary responsibility for developing, implementing and maintaining these services, which include vacancy management, personnel administration, recruitment and selection of diverse staff; employee and labor relations; maintaining the Wincap HRIS database; classification and reclassification of positions; staff evaluation; benefits and employee communications, among others, all in conformance with district policies, relevant laws, contracts and agreements. 

As a member of the Superintendent’s cabinet, the Assistant Superintendent for Human Resources assists and supports the Superintendent of Schools in the area of human resources and is in constant communication with the Superintendent of Schools regarding personnel matters. 

REPORTS TO:

The Superintendent of Schools for the Enlarged City School District of Troy

TYPICAL RESPONSIBILITIES:

Oversees the development and maintenance of appropriate procedures for recruitment, interviewing and hiring of highly qualified diverse teachers, administrators and support staff to provide for the many educational and operational programs

 

 

Implements civil service procedures and requirements in compliance with New York State; maintaining a relationship between the District and the City of Troy Civil Service Commission

 

In collaboration with key district stakeholders in other departments, leads in the development and management of a strategic, integrated and consistent retention plan (orientation through onboarding) for all staff

 

 

Provides advisement on classification matters; position control; and in consultation with administrators, identifies staffing needs and develops staff projections for submission to the Superintendent

 

Plans, develops and administers staff record-keeping programs and procedures including but not limited to those concerning performance management, staff development, certification, seniority, longevity, tenure, benefits and attendance

 

 

Recommends to the Superintendent employee step placement on salary schedules; ensures salary adjustments are made in Wincap; verifies all claims for change in step or column on salary schedules, previous employment certification, graduate and in-service credit and longevity

 

Supervises the disciplinary management process

 

 

Serves as the district’s Title IX Coordinator, providing oversight and coordination in the district’s Title IX complaint process for students and staff

 

 

Serves as the district’s Discrimination and Harassment Compliance officer, providing oversight and coordination in all complaints of discrimination and harassment for staff

 

 

Will assume other duties as directed by the Superintendent
